There is no flour used in the otah paste, which is made with scallops, coral (scallop roe), wings and spices. The paste is then spread on a kale leaf and steamed. The resulting otah is tasty yet not overly spicy, and has chunks of scallop and wings in them. Some might think it's slightly overindulgent for otah, but I love it and the thought that went into it.
